The Council of the Union has mainly the following duties:

• proposes to the minister of justice the update in the number of positions for notaries, for notaries on probation and the positions for the contest to change seats;
• proposes to the minister of justice the approval of the regulation on the conditions for conducting the examinations for acquiring the quality of civil-law notary;
• proposes to the minister of justice the minimal fees for the notarial deeds and procedures performed in exercising the function by the notaries, given the following criteria:
• the time and workload required for the performance of the procedure;
• the nature, novelty and difficulty of the deed or procedure;
• obtaining data and information or collaboration with experts or other specialists imposed by nature, scope, complexity and difficulty of the deed;;
• time constraints when notary is obliged by the circumstances of the deed or procedure to act in order to ensure efficient legal services;
• archival deadlines for notarial deeds and procedures;
• place of fulfillment of the deed or procedure;
• the liability of the civil-law notary, in connection with the value of the deed or procedure;;
• sets the contribution rates of the notarial offices for the Chamber, but also those of the Chambers for the Union, according to its statute;
• represents the Union, through the president of the Union’s Council, in relation with third parties, on a national and international level;
• shall adopt additions or amendments on the Statute of the Notarial Insurance House and of the Notarial House of Pensions;
• approves additions or amendments on the Statute of the Union between congresses, after consulting the general meetings of the Chambers;
• resolves contestations against the decisions of the Council of Discipline;
• adopts, amends and supplements the Regulation of the Council of discipline;
• adopts, amends and supplements the Regulation of organization and operation of INR;
• organizes, at a national level, programs to align notarial practices to international requirements;
• adopts professional practice according to the Civil Code, republished, with subsequent amendments;
• approves the revenue and expenses budget, the budgetary execution and the annual discharge of the president;
• establishes, by resolution, the allowances for the representatives of the Chambers in the Council of the Union, for the president, first vice-president and for the two vice-presidents of Council of the Union, but also for members of the Auditors’ Commission, Council of discipline, Administration Board and Notarial Insurance House, for the management bodies of INR and the allowances for the members of other bodies established at the Union’s level;
• awards orders, medals and titles, as laid down by statute;
• approves sponsorships and patronages;
• grants help to the civil-law notaries, within the limits approved for this purpose by the expenses and revenue budget;
• performs other duties provided by law, by the statute of the profession or by internal regulatory acts.

    The Council of the Union may delegate the Executive Bureau some of its duties, under the conditions provided by the Statute.
