President of the National Union of Civil-law Notaries of Romania, is Mr. Dumitru Viorel Mãnescu.
Mr. Dumitru Viorel Manescu was born in Bucharest on the 23rd of October 1947, is married and has a daughter
He attended the school and later the high school at Mihai Viteazul in Bucharest during the period, 1954 - 1965, and during the period 1969-1974 he attended the Law Faculty at the University of Bucharest, Legal Section.
After graduating the Faculty of Law at the University of Bucharest in 1974 he has continuously and exclusively activated in the notarial domain for 39 years until present day, as follows:
Starting with the 17th of November 1995 , Mr. Dumitru Viorel Manescu is a civil-law notary at the Chamber of Notaries Bucharest and associate at the civil society MENTOR.
During the 22nd of July 1995 and the 19th of September 1998, Mr. Dumitru Viorel Mãnescu was the President of the Chamber of Notaries Bucharest.
Starting with March the 30th until the 21st of November 1998 , he was designated as the Executive President of the National Union of Civil-law Notaries from Romania in which he gets involved with all the energy for the domestic and international promotion of the Romanian Public Notariat.
Starting with the 21st of November 1998 and until present day by vote of the Congress of Civil-law Notaries, Mr. Dumitru Viorel Manescu has been elected President of the National Union of Civil-law Notaries of Romania.
During the period 3rd of July 2001 - 1st of December 2003 , he was elected Vice President of the Romanian Union of Liberal Professions.
During the period 1st of December 2003 - 1st of December 2005 he was elected President of the Romanian Union of Liberal Professions.
Starting with the year 2001 until present day, he is the Romanian representative of the Romanian Notariat at the International Union of Notaries (UINL) – in the quality of a permanent counselor.
During the period 2004-2007, Mr. Dumitru Viorel Manescu was the Executive Counselor at the Executive Committee of the International Union of Notaries and responsible of the Balkan Countries.
On the 10th of December 2004 he was decorated with the National Order – The Romanian Star (Steaua Romaniei), as a knight, in sign of appreciation, for his merits in achieving the judicial activity, with fairness and impartiality, in ensuring the rule of law at the National Union of Civil-law Notaries of Romania.
From 2005 until now, he is a member of the Board of Directors of the Agency for Cadastre and Land Registration.
From 2007 until now, he is General Counselor of the International Union of Notaries.
Starting with the year 2000 until 2009 he was PhD student at the Faculty of Law - University of Bucharest, Department of Private Law- civil law - Ph.D. Coordinator: Prof. Viorel Mihai Ciobanu . In 2010, he was a doctoral student at the University Lucian Blaga Sibiu, civil law domain – PhD Civil Procedure Coordinator: Univ. Dr. Ioan Les.
In 2010 he was elected Vice President of Legal Committee of the National Confederation of Romanian Employers.
In 2010 he received his doctorate in law from the University Lucian Blaga of Sibiu.
In 2010 he is appointed the President of the Romanian Notarial Institute and President of the Board of Directors of the Scientific Council of the institution.
During the period 1st of July – 1st of October 2011 he is a member in the Commission of drafting the “Notarial Guidelines” and the „Guide of notarial practice” as a result of the entry into force of the New Civil Code.
During the period 27th of November 2011 – 8th of May 2012 he was the coordinator and member of a Commission of drafting of the project for the modification of the Law no 36/1995 on civil-law notaries and notarial activity.
On 25th of November 2011 he was decorated with the National Order – The Romanian Star (“Steaua României”) in the rank of “Officer” in sign of high appreciation for the fulfillment of the act of justice and strengthening the rule of law.
During the period 20st of September 2012 – 26th of March 2013 he was elected the President of the «Romanian Institute of Legal Information».
On 19th of October 2012 he was reelected the President of the National Union of civil-law notaries of Romania.

- He does not belong to any political party or other organization, except for the Bucharest Chamber of Notaries and the National Union of Civil-law Notaries of Romania;
- He does not carry out commercial activities and he is not part of any commercial company, neither he nor any member of his family, his only activity being that of civil-law notary.
- Therefore, it should be noted that and he put all his energy for development of the institution of civil-law notaries.
The President of the Union is also the President of the Council of the Union and has the following attributions:
- represents the Union internally in relation with public authorities from Romania, with governmental and nongovernmental organizations, and with the professional ones, and externally with national and international organizations of notaries and anywhere will be officially invited as president;
- gives ordinances on the budget expenditures of the Unions; the President may delegate this authority to the first vice-president;
- convenes and chairs the meetings of Congress, Council of the Union and Executive Bureau of the Council of the Union;
- employs specialized and administrative personnel in compliance with the organizational chart and personnel establishment approved by the Executive Bureau of the Council of the Union;
- exercises, under the law, disciplinary action against notaries;
- performs any other attribution provided by the law, regulation, statute and other regulatory acts.

We believe that our institution can be perceived as one big family. A strong and dignified family, with many friends both in the country and abroad, with achievements in the years that passed and hope for the years to come. We would like to be united by the same trust in the future, which has accompanied us since the early evolution of our professional existence and to be convinced that all these years we have managed and hopefully we can still teach the future generations a liberal profession. We owe them this, especially since many of our younger colleagues have brought tremendous joy to their parents by choosing the same career, as a notary. The entire activity of public notaries, as in its structures and professional representation is put in service to individuals and legal entities in order to ensure the exercise of rights and protecting their interests. We enjoy the confidence of our citizens and we are happy that our advice mattered into guaranteeing the requested judicial activity, in defending the security and the confidentiality of the concluded notarial acts.
